Decree and Declare: What the Bible Says | FaithNFreedom

Can Christians decree and declare? Yes. Blessed2Teach and FaithNFreedom teach that believers can decree and declare: to speak God’s word with the authority Jesus gave His people and expect God to establish it. On the October 15, 2026 B2T Show, Michigan minister and speaker Bernadette Smith walked through the Scripture behind it, from Luke 10:19 to the armor of God in Ephesians 6.

By Rick Rene

What Does Decree and Declare Mean?

To decree is to speak a formal, authoritative word that settles a matter. To declare is to say it out loud. Asked on the show for the meaning of decree in the Bible, Bernadette Smith said it is “formal” and “authoritative,” and that to decree is “to establish a law, a rule.” In her teaching, a decree is not a wish. It is a believer standing on what God has already said and speaking it.

The Scripture Behind Decree and Declare

When Rick asked whether Christians have the authority to do this, Bernadette answered, “Absolutely,” and went first to the words of Jesus.

Behold, I have given you authority to tread on serpents and scorpions, and over all the power of the enemy, and nothing shall hurt you.

— Luke 10:19 (ESV)

Jesus spoke this to the seventy-two He had sent out. The authority is given, not earned, and it reaches over “all the power of the enemy.” That is the ground under every decree: a believer speaks because Jesus has already handed over the authority to speak.

Her second passage was Job 22:28, which she quoted from memory as “you will also decree a thing, and it will be established for you.” The ESV renders the verse this way:

You will decide on a matter, and it will be established for you, and light will shine on your ways.

— Job 22:28 (ESV)

Whether the word is decree or decide, the promise is the same: a matter settled by someone walking with God is established, and light follows on that path.

creating the fruit of the lips. Peace, peace, to the far and to the near,” says the LORD, “and I will heal him.

— Isaiah 57:19 (ESV)

Bernadette pointed to this verse to show that God is involved in what His people speak. God spoke creation into being in Genesis, and people made in His image speak too. She described it as God creating the fruit of our lips.

Decree What God’s Word Already Says

The guardrail in her teaching is the most important part of it. “When we decree and declare what God’s word said, the key is we have to say what this book says,” she said. “We have to say what Jesus said.” A decree that is not rooted in Scripture is just an opinion said loudly.

She also spoke to the discouragement that comes when nothing changes overnight. In her words, “the Word always works.” Her counsel was to keep praying the Word and never let the waiting decide the outcome. Faith keeps speaking what God said until it is seen.

For those who say believers should not decree and declare, her answer on the show was a question: “What does the Bible say?”

Decree and Declare and the Armor of God

Finally, be strong in the Lord and in the strength of his might. Put on the whole armor of God, that you may be able to stand against the schemes of the devil.

— Ephesians 6:10–11 (ESV)

Bernadette said she puts on the armor every day and speaks it when she prays. The strength in this passage is the Lord’s, not ours, and the armor is His. Decreeing is not a believer’s own power at work. It is standing in His.

In all circumstances take up the shield of faith, with which you can extinguish all the flaming darts of the evil one;

— Ephesians 6:16 (ESV)

She drew attention to Paul’s words in verse 16 and defined faith as “trusting in God’s ability to do what he said he would do.” The shield is held up by faith, and God is the one who covers. For each piece of the armor and what it does, see The Full Armor of God: All 7 Parts from Ephesians 6.

Decreeing Over a Nation

Bernadette closed by reading her Invocation for the Nation, a prayer she said came to her in prayer and that she has prayed at Mar-a-Lago and other places. It names each piece of the armor of God, then decrees and declares a mighty revival across the land, an end to the war on children, the United States Constitution enforced, and America once again “that shining country that sits on a hill for all the world to see”. The full prayer is on bernadettesmith.net.

She grounded her hope for the country in a promise she quoted on the show:

if my people who are called by my name humble themselves, and pray and seek my face and turn from their wicked ways, then I will hear from heaven and will forgive their sin and heal their land.

— 2 Chronicles 7:14 (ESV)

God spoke this to Solomon by night after the temple was dedicated, and the order matters: His people humble themselves, pray, seek His face and turn, and then He hears, forgives and heals. Decreeing over a nation starts with God’s people on their knees. The healing is His to give, and He has promised to give it.

Questions About Decree and Declare

Can Christians decree and declare?

Yes. Blessed2Teach and FaithNFreedom teach that believers can decree and declare. Jesus gave His followers authority over all the power of the enemy (Luke 10:19), and Scripture teaches that God establishes what is spoken in line with His word.

What is the meaning of decree in the Bible?

A decree is a formal, authoritative word that establishes something. On the B2T Show, Bernadette Smith described it as establishing a law or rule, the way a king's decree settles a matter once it is spoken.

What should a believer decree?

What God's word already says. Bernadette Smith's guideline on the show was simple: say what the Bible says and what Jesus said, and keep saying it even when results do not come right away.

Which Bible verses are used for decree and declare?

Luke 10:19 on the authority Jesus gave, Job 22:28 on a matter being established, Isaiah 57:19 on God creating the fruit of the lips, and Ephesians 6:10–18 on standing in the armor of God.

How does decreeing relate to the armor of God?

Bernadette Smith puts on the armor of Ephesians 6 every day and speaks it in prayer. Her Invocation for the Nation names each piece of the armor before it begins to decree and declare over the country.
